Misc. Info
Waiver Claim Priority:
Claims for a waived player are 'on hold' until the end of the waiver period. That is, waiver claims are not on a first-come, first-served basis. The league takes note of all the teams claiming a certain player and processes those claims once the waiver period has ended.

In the case of a standard MLB setup, teams from the AL have priority over teams from the NL in claiming players from the AL and vice versa. Priority is otherwise determined by the reverse order of win-loss records as noted below. The same applies to setups with other sub-leagues.

If more than one club in the same subleague claims a player, the club currently with the worst win-loss record gets the player. (If fewer than 31 days have passed in the current season, then last season's won-lost records are used for this purpose.)

Development Lab, Winter League & WBC Disclaimer:
Participation in the Development Lab is voluntary. Participation in Winter League Baseball is subject to league roster requirements; however, General Managers are responsible for determining which eligible players are assigned to those leagues.

The Development Lab, Winter League Baseball, and the World Baseball Classic (WBC) are separate game systems within OOTP that operate independently. If a player assigned to the Development Lab suffers an injury while participating in Winter League Baseball or the WBC, the injury may prevent that player from successfully completing their Development Lab program. This can result in reduced or failed development, including possible decreases to current and/or potential ratings.

To help minimize this risk, offseason injuries are reduced from the default "Normal (OOTP Classic)" setting to "Extremely Rare," the lowest injury setting available without disabling injuries entirely.

General Managers should carefully consider the risks associated with assigning players to the Development Lab. While Winter League roster requirements must still be met, Clubs are responsible for deciding which players participate and should avoid assigning players they are unwilling to expose to the risk of injury. Managers should also be aware that eligible players may be selected to represent their country in the World Baseball Classic (WBC) while participating in the Development Lab. Unlike Winter League assignments, WBC participation is outside the control of the Club, and there is no mechanism to prevent an eligible player from being selected. As such, WBC participation carries the same potential risks to Development Lab outcomes.

By utilizing the Development Lab, Clubs acknowledge and accept the possibility that injuries or other game mechanics may negatively affect player development. These outcomes are considered part of normal league gameplay and will not be reversed, edited, or compensated by the Commissioner.

No exceptions will be made for Development Lab failures, rating changes, or other developmental outcomes resulting from injuries sustained during Winter League Baseball or WBC participation.
