9.2 - Signing other teams' MLB Personnel -
To preserve competitive integrity and prevent time-sensitive contract exploits, the following restrictions apply to the hiring of personnel currently under contract with another organization.

- Clubs may only negotiate with Minor League personnel employed by another organization.
- The personnel member must be hired into an MLB (Major League) position.
- The hiring club must provide public written notice by posting in the #staff-auctions Discord channel and tagging the other GM at least 24 hours prior to the export in which the signing will occur.

Any violation of this section will result in:
A. Immediate release of the staff member by the signing club at that club’s expense.
B. The staff member is returned to the original organization at the same contract term and cost.
C. A $1,000,000 fine assessed to the signing club, applied to the following season’s Miscellaneous Player Expenses.

No exceptions.

Any General Manager impacted by a suspected or confirmed violation must notify the Commissioner at the earliest convenience for review and enforcement.

9.2 - Signing Personnel Under Contract with Another Organization

To preserve competitive integrity, protect organizational staff development investments, and prevent time-sensitive contract exploits, the following restrictions apply to the hiring of personnel currently under contract with another organization.

  • Clubs may only negotiate with personnel employed by another organization if that individual is not protected under this section.
  • All personnel assigned to an organization's MLB and AAA affiliates are protected and may not be negotiated with or hired by another club while under contract.
  • Personnel employed below the AAA level may be negotiated with, provided the individual is being hired into an MLB (Major League) position.
  • The hiring club must provide public written notice by posting in the #staff-auctions Discord channel and tagging the other General Manager at least 24 hours prior to the export in which the signing will occur.

Winter League Personnel Protection

To protect organizational investments in Staff Learning Seminars and Booster Point upgrades, all personnel assigned to Winter League clubs are protected from external hiring during the Winter League season.

  • From Day 1 of the Offseason through the final day of the Winter League Playoffs, all Winter League personnel are protected and may not be negotiated with or signed by another organization.
  • Beginning one day after the conclusion of the Winter League Playoffs and continuing through the final day of MLB Spring Training, Winter League personnel become eligible to be negotiated with and signed by other organizations, subject to all other applicable personnel signing rules.

Any violation of this section will result in:

A. Immediate release of the staff member by the signing club at that club's expense.

B. The staff member being returned to the original organization under the same contract term and financial conditions.

C. A $1,000,000 fine is assessed to the signing club, applied to the following season's Miscellaneous Player Expenses.

No exceptions.

Any General Manager impacted by a suspected or confirmed violation must notify the Commissioner at the earliest opportunity for review and enforcement.
