1.9 - Waiver Eligibility in Trades
Players who are currently exposed to the league on waivers are not eligible to be included in trades. Once a player has been placed on waivers and exposed to the league, they must first clear waivers before they can be traded.
Teams may place a player on waivers pre-sim for the purpose of facilitating a trade only if the player is never actually exposed on the public waiver wire. If the player becomes publicly exposed or is eligible to be claimed, they are considered waiver-active and cannot be included in any pending trade until waivers are successfully cleared.
