Rule 3.5: Prospect Promotion Incentive (PPI)
A. Eligibility Requirements:
A player is eligible for the Prospect Promotion Incentive (PPI) if all of the following conditions are met:
- The player is rookie eligible at the start of the season.
- The player is a Top 100 prospect on the April 1st ANNUAL TOP 100 PROSPECTS of their rookie season.
- The player accumulates one (1) full year of Major League service time (172 days) during their rookie season.
- The player is acquired via amateur acquisition methods (First-Year Player Draft or International Amateur Free Agency).
- Players signed as foreign professionals (IEFA) are ineligible

B. Qualification for PPI Pick:
An eligible player shall generate a PPI pick for their organization if they:
- Win Rookie of the Year, OR Finish Top Three (3) in Most Valuable Player or Cy Young Award voting prior to reaching arbitration eligibility

C. Extended Eligibility Window:
- A player who satisfies the service time requirement in their rookie season but does not win Rookie of the Year remains eligible to generate a PPI pick.
- Eligibility continues until the player reaches arbitration eligibility.
- Only Top 3 MVP or Top 3 Cy Young finishes may qualify during this extended window.

D. Organizational Eligibility:
- Prior to MLB debut, PPI eligibility is fully transferable via trade.
- Upon MLB debut, PPI eligibility becomes active.
- If a player is traded at any point following their MLB debut, the player becomes permanently ineligible to generate a PPI pick for any organization

E. Limitation & Compensation:
- A player may generate no more than one (1) PPI pick over the course of their career
- Players will earn a 1st round draft pick at the end of the first round for their organization.
- PPI Pick order (if there are multiple teams) will be the same as the draft order.
